The Pan function is automatically activated in the 3D
View pane.
To change the position of the 3D View:

Click it and drag it to the new position. In this operation you move both the camera and the point that you are looking at.
To move the 3D View a preset distance:

Click the
button or the 
button to move the 3D View to the left
or right. -
Click the
button or the 
button to move the 3D View up or down.
