Thrown when the portable library cannot create a new thread.

The method getMessage() can be used on the exception to retrieve the system-dependent message as shown below:

try {
   IlsThread t();
}
catch (IlsCantCreateThreadException exc) {
   // get the message
   const char* reason = exc.getMessage();
}
