Returns the number of outstanding alarms for a given CSS model object. The function should be used as follows:

 label: '@|alarmCount("Default")';          // Raw alarms or traps
 label: '@|alarmCount("Impact")';           // Impact alarms
 label: '@|alarmCount("Raw.Major")';        // Consider only raw major alarms
