The library provides a convenience class that handles a manager
view with two scroll bars in an AWT application: IlvScrollManagerView. This class
automatically adjusts the scroll bars according to the area defined
by the graphic objects contained in the manager. An equivalent
object exists to be integrated into a Swing application: IlvJScrollManagerView
