Entity resolver for handling XML entity names. This class is used to provide the full file name for external file references occurring in XML files. Specifically, it will replace any file name for a schema or other XML file that starts with cpl/schema with the complete file name $CPLHOME/data/cpl/schema/filename

Resolves an entity.

systemId - The system identifier of the external entity being referenced or null if none was supplied.

An InputSource object describing the new input source or null to request that the parser open a regular URI connection to the system identifier.
