IlvBasicTimeScrollSupport provides basic support for
IlvTimeScrollable implementations.
IlvBasicTimeScrollSupport does not directly support
TimeScrollListeners and
does not implement the IlvTimeScrollable interface. Instead, it
provides various xxxChanged template methods that can be
