Detailed Description

On construction, RWUInit performs any necessary ICU initialization. On destruction, RWUInit frees/deletes all memory owned by the ICU libraries, and returns them to their original load state, once the last instance of RWUInit is destroyed. An instance of RWUInit should be declared at such scope so that it is destructed after all other i18n/ICU objects.
