Inserts text into the the text buffer at the specified position.

Returns non-zero if the operation was successful; otherwise zero.

lcpInsertBlock
LineColPair describing the insert location
nLine
The line index to insert text.
nCol
The column index to insert text.
lpszText
Points to the text to insert.
nLength
The number of characters in the text to insert.
