Is it possible to copy/paste cell formatting or formulas from Excel to OG and vice versa?

No. OG can only copy/paste text from/to Excel. Excel provides formulas through the BIFF (Binary Interchange File Format) which OG does not understand. Therefore pasting formulas or cell formatting from Excel into OG is not possible.
