QAC license tokens

The following are top-level tokens for counted licenses of QAC installations, as shown in the license usage reports and license key files.

validate_portal	Validate server portal licenses for each running portal	Instance	Automatically (immediately)
qac_build_fixed	Build licenses used while running and uploading baseline and CI/CD analysis jobs	Host	Automatically (after 14 days)
qac_build_float	Build licenses used while running and uploading baseline and CI/CD analysis jobs	Host	Automatically (immediately)
qac_user_desktop	Full user licenses used while running desktop tools and local analysis (such as the IDE plugins and QAC GUI)	Username	Manually (immediately) for named users, or automatically after 7 days (auto-free opt)
validate_user	Validate-portal-only user license consumed while logging in to Validate	Username	Manually (immediately) for named users, or automatically after 7 days (auto-free opt)
