Assign shortcut keys for P4V

It is possible to define conflicting shortcut keys for HTML Tools. P4V resolves the binding using the following path, executing the first match:

1. Deployed commands and Custom Tools
2. Locally defined HTML Tabs
3. Locally defined HTML Windows
4. Deployed HTML Tabs
5. Deployed HTML Windows
