Development streams

The default is stream type is development because most development work occurs in one or more development streams. Changes are frequent because a development stream is designed for work-in-progress.

Flow rules: Merge down from the parent mainline stream to begin work in the development streams. Copy up from a development stream to the mainline stream when a feature is stable.
