The IBM PDK menu is missing

When using the IBM PDK, if you set the variable VSC_AUTO_UPDATE="Prompt", the IBM PDK menu in the CIW may disappear after the first library update.

It's not clear why this happens, but it appears to be unique to the IBM PDK. The workaround is to initialize the CIW menus in your .cdsinit file after loading the IBM PDK:
