Managing unexpected FlexLM timeouts

The variable VSC_LIC_TIMEOUT is used to set the amount of time VersIC will wait for a FlexLM license, the default being 10s. This is to avoid Cadence hanging completely during initialization. On occasions the FlexLM server might be particularly slow and this variable should be adjusted to accommodate that.

Note that this is usually only an issue the first time a license is obtained, after the first license request a .flexlm file will be created in the users home directory that caches the value of  MDXLMD_LICENSE_FILE, and the license acquisition is usually much faster.
